Hmm, looks like a repainted Character Option Dalek.

I was thinking it looked like a repainted "Dalek reveal" Dalek where the gun & sucker came off to reveal the Dalek inside or one of those that you put together seeing the join down the middle.

The standard, non-reveal Daleks have those separation points as well, they're just not as obvious because the fitting's more flush on the unmodded toys.

I always thought this was actually one of the Dalek playing pieces from the 2005 Interactive Electronic Board Game, but looking at the publicity images I was way off.
The proportions do seem to match the early Character era Daleks (eg Mutant Reveal), particularly in regards to the scale of the appendages.

They clarly used the toys as a base for that shot, but they definitely modified the guns and added the slats

In fact Steve, Derek Dodd supplied Shawcraft with 23 of the Dalek toys with the instructions that they should be adapted to become "a more near match to the full-sized versions if possible".

Of the 23 model Daleks, 8 were to be supplied "in completed and finished state with arms and eye sticks, etc. - fully painted".

8 were to be supplied "without tops and unpainted minus arms and eye sticks, etc".

The final 7 were to be supplied a week later than the first 16 and were described by Dodd as being needed for collection by "Trading Post" on 21st September for the exploding Dalek sequence.
