It is almost certainly a microphone, on one of those bendy mounts (albeit a long one) like you might see on a lectern. Possibly a Peerless MBC-540 and the kind of mount I'm talking about

I thought it had the look of a microphone but the Doctor doesn't use it in the story as I recall.

That's something you'd need to take up with the production.   Maybe there was an earlier version of the script or a scene got cut that it was used in.

Ohhhhhhhhhhhh... I didn't realise but then I'm usually doing other things with Doctor Who in the background. Fancy adding it just for that... instead of say... speaking into one of the silver blocks at the top of each panel.
