What if this little gizmo was made from a small ball-peen hammer? It's possible that someone could have taken a small hammer and cut bits of it off (band saws are great for this sort of work) so the head looked something like this:

and then took the thing to a grinding wheel to round off the "small" end (top in this image), smooth the cut where the bulk of the head was sheered off (the bottom of the head in the image), and ground part of the "neck" (the red rectangle) until it was cylindrical? Then all that would be needed is to take the thing to a buffing wheel to polish it up and give it that smooth, shiny look (and remove the blackened part of the head).

Possible? I have seen ball-peen hammers about this size. In fact I've got one - no memory of where or why I got it, but it's got a wooden handle rather than a metal one... but the point is they do make small ball-peen hammers, so modifying one to look like this tool could be a possibility.

I agree, Nate, especially when you look at those reflex testers and see how far off the "heads" are from that on the actual prop. Looking closer at the prop, it almost looks like someone took a black-handled screwdriver (possibly a flat-head one that's had its blade chipped - I'm sure several of us have seen screwdrivers like that) and cut the shaft down. Then, as Marc suggested, attached part of a lever tap to the end.

At least it's one strong possibility.
