Newbery Fresnel

I have a question about the fresnel lamp on the Newbery box.

In the photos from Robots of Death, the lamp appears to be standing on a white painted circle. Did that square lamp platform on top of the Newbery box always have that circle painted on top until they fitted that blue police car light?
