Can anybody help me get step-by-step instructions for building the Base. How is it done correctly my fellow Whovian's?

The best place to go for ideas for this - since there are so many variations of methods - is our http://tardisbuilders.com/index.php?board=115.0 section lower down on the main Forum page. Specifically, the http://tardisbuilders.com/index.php?board=9.0 sub-board. There you'll find quite a few methods that have worked for different people.

A few to check out would be (but not limited to):
http://tardisbuilders.com/index.php?topic=4354.0 (start near the bottom of Page 1 and roll into Page 2)
http://tardisbuilders.com/index.php?topic=4550.msg52699#msgx52699 (interesting because the floor is based on a "pallet" foundation)
And lest we not forget http://tardisbuilders.com/index.php?topic=3153.0. (I don't think she put a full floor in hers, and I don't know if she's still with us since we haven't heard from her in ages, but at least check out her Youtube video: http://www.youtube.com/watch?v=rtWUrJU46M8 - 16 minutes worth of hilarity!

There are still many other great Build Diaries for you to look through, but those are the most recent (except for geminitimelord's, and sillysparrowness's; I had to include them because geminitimelord's Hartnell prop replica is that of my favorite version TARDIS, and sillysparrowness's is fun to read through, and watch on Youtube!).

I hope this give you some helpful starting points.

Well, Scott, sort of both. (And I've edited my post to reflect that a bit better!)

Phil W's has one of the best build diaries I have seen and the result is super-impressive too.
