I think these are the same style of indicator light. Arcoelectric Panel Mount Indicator Lights.
why doesn't the Guide mention them? - Oh, it's not very accurate.

The red vent on the left panel and the identical gold vent on the centre panel - what size would you say that might be? 42 slots per vent.

How big is a slot? :P

I imagine they are similar in size to the vents from the Hartnell console.

Doing some math from Lespaceplie's plans, I'd say the vents are about 19.81×7.16 cm, or about 7.8×2.82 inches.

Did the console "explode" at any point during "UnderWorld"?  If so, might that be some of the pyro effects "charge".

If not, then maybe somebody spilt a bit of their "white pony" between takes.   ;)

I believe Tom's Doctor was painting, deep in the unseen parts of the TARDIS. Could be a lick of paint smeared on to the console. Assuming I remember correctly, this could be that Episode.

Close. They're 7.325 x 2.75 (and subject to revision).

That is this story but he doesn't go near the console with white paint.

Well he does have paint/makeup on his face hands and costume in that scene. It could be set dressing for that story. And we didn't see any of the previous takes to see what he did with the paint.

Alternately it could be residue from a quick fix to prop after receiving damage between scenes or episodes.

Just to show you what I mean, I sell them at work (I work in a DIY store) and they look almost perfect. Bearing in mind a lot of other components would have come from a DIY shop, like the curved moulding for the switch bank and the vent cover on the same panel
