The top red line is 17.5" and the bottom one is 46".

So noted because in my laziness I forgot hexagons are made from equilateral triangles. The length of a hexagon's side is always half the longer width of the hexagon. With those two numbers sorted I should get around to doing a proper set of numbers for one panel, since that would complement Crispin's diagram.
 
I built a quick sketchup that seems to show some contradictions in the measurements as shown. If the dimensions of the two hexagons are correct. i.e the diameter of the collar and the console edge and the elevation of 9" then it seems that the other figure of 27" and 30.5" seem incorrect. It seems to me that the lines you want should be 15" and 46" the slant should be 2' 8" 7/15ths. I may be wrong and I will leave it to others to decide but the 30.5 and 27 apply only if the panel was flat. Scarfwearer does say only estimates and open to discussion and I have just noticed the 2009 date of the OP!

Only a couple of numbers differed for me, the height and side of a panel. I measured outwards from the 35" hex shape (the panels descend from there). Below is a drawing with what I came up with but do give a shout if something seems off. I'm also posting an update of Crispin's chart for completeness.

This thread has been inactive for some time but to anyone browsing through, the last set of plans do not seem to work 100%. You would be better looking for Tony’s 2017 plans on other threads. These numbers give me a half inch gap at the top of my panels. Also the real one was built with the panels resting inside the frame.
