I think what you're seeing in that third shot is a trick of perspective. You're seeing the sides of the crossbars all lined up so it looks like a solid piece.

Do you think this was made or a found item?  I think its clear from the other shots that it is hollow as you can see the console panel underneath. 

I love that console, the pic is from Planet of Evil by the way.

I always assumed it was a found part, some form of grating, painted and lit from beneath, maybe from an air vent or extractor, I'd try searching for that type of thing and see what comes up.

Ah yes, thank you for the correction on the episode,  It was planet of Evil, I should have known that having watched it recently.  

I was thinking it was a grate of some sort as well,  if you notice around the lower edge there is a slight lip, which makes me think its upside down to how it is normally used. You can see it more clearly in the Invasion of Time screen cap.  The edges are also rounded.

Could it be a baseboard register of some kind, With the angle it could be a gravity/baseboard register laid flat, 

Taking a look at the larger image (opened in a new window) and cropping around the part in question:


It looks like there are indentations underneath (yellow arrows) of the sort one would find on the bottom of a sorting box, like is used for small hardware, or even fishing tackle. I know I've seen them mostly in red, but I have seen the rare black version once in a while.

The odd placement of the two (from this perspective) "short vertical" grid bars (one on the left, one on the right) are also of the kind found on such sorting boxes, and are the small handles used to lift out that clear plastic tray to get at what flat items might be stored underneath it.

If this was such an item, it would also explain the round corners. (Heating/cooling registers usually have much squarer corners on them.)

Could that be a possibility?

Or it may be that it wasn't flush to the console so they ran black electrical tape round it which just crimped in at random points... in an episode where they didn't even bother to light the rotor or properly fit the panel dividers my outlook is a bit more pessimistic lol.

You could be right on the gaffers tape.  If you look above in the invasion of time screenshot you can see a lip, and there is no dimpling at all.  The edges are sharp and defined on the lower lip. 

  As it is rounded I am tending to lean towards an organization tray as you say,  I wish we could source the real item, i think however I am going to have to have the top laser or water cut to match and build a plywood box for it to sit on. 

There are literally hundreds of these things out there, in all different styles. They go by names like "organization" tray, "fishing~", "cosmetics~", "tackle~", "sewing~", etc. I haven't found any exact matches (it could take several days to search through them all, though Google Images helps), but I did find this one: Poppin Accessory Tray (yes, even "accessory~"). It's got the right basic shape, maybe close to the right size (9.75"L x 6.75"W x 1.75"H). I didn't see any of the dividers that go in the tray, but those shouldn't be too much trouble to scratch build from some thin (1/16th-inch picture frame thickness?) clear perspex.

  It is thanks for researching,   I have a long way to get to that point but as I was waiting for parts for the plinth I may as well inquire. 

That "Tray" looks like they did one of two things; 1. A plain tray, painted black, with no dividers (as you cant really see them being black on the inside) & they added a grid over it painted silver, 2. An accessory tray painted black with the top edges of the dividers painted silver.
If you look at Dino's enlarged pic, you can see white lines (prob reflections) running diagonal to the grid, which could be the bottom of the tray which may mean that it's more like a "Chocolate box tray" that they used, the flimsy ones. But then again, it might just be my shotty eye sight.

I was able to get some work done on the console this weekend.  All the metal trim has been cut and trimmed to fit the base and the fins.    All in all I am pleased with the result.  



And a full on shot, still just a dry fit, nothing screwed in place yet.



Here it is all screwed in place and with my first trapezoid cut and glued in place.  




 I had to hand trim the fin metal as that is .04 gauge aluminum.  So I notched the tops for the angled fins to slot into, and I notched the bottom so it lined up with the 1/8th aluminum trim on the bottom.  All in all the alignment is pretty damn close, so I was happy that it looks as good as it does.  More trapezoid work this weekend.

  Additionally if anyone ever has a question on my build, how I did something or what I used for anything please feel free to chime in on the thread and ask.  My intent is to share everything I am doing so if anyone else wants to build they have another resource.

 I was able to squeeze more console work in this weekend and got 5 of the 6 trapezoids finished up.     There is a bit of clean up that I am going to be doing on the whole plinth once the major work is completed.   There are few areas where I nailed right through the wood, and there are few tiny gaps that I need to seal with some body filler and then sand smooth before painting.   I just want to make sure everything is as clean as I can possibly get it.  Next weekend I will be finishing the last trapezoid and start on the door panels in the plinth.   Here are some pictures of the weekends work.
