I have always wanted to see this one build in a 3D drawing program or even as a live build...

Huh.  I just noticed the dates.  Was the TVM actually in development for 7 years? 

The date has nothing to do with the TVM.
As part of the tenth anniversary celebration for Doctor Who Magazine, they asked Ray Cusick to redesign the Dalek - rather than use the constraints of materials (Plywood and Fibreglass) and a modest design budget, to let his imagination run wild and use the latest tech, processes and materials available. And that design was the result.

D'OH!  "Doctor Who Monthly", not "Doctor Who Movie."   [we don't have a blushing smilie]

Yeah, Don't want to diss the mighty Cusick, but it doesn't work for me.
Basically because it doesn't look like a Dalek!

Updating the eyes to be 'wide angle vision' might make more sense in-universe (especially after all those times Daleks get blinded) but it removes the frame of reference for where the Dalek is looking. Just like the decision to make the lights flash to indicate who was speaking, we (the viewers) need that visual cue which would otherwise be absent from these faceless beings. Plus it allows some measure of emotion, or acting from what is essentially a tank.

Almost looks like something a totally different production and entertainment property might have devised, similar enough to fill an equivalent role, but (arguably) not so similar as to provoke a lawsuit.

I seem to remember an American "made for TV" movie from around 1980 (maybe a year earlier...or later) that starred Max Gail of "Barney Miller" fame who somehow crossed paths with conical "travel machines" transporting disembodied, glowing brains.  In retrospect, those "space invaders" seemed rather Dalek-like, though their methods involved "manipulation from the shadows" rather than overt, open combat, something akin to "The Invaders" with Roy Thinnes.  Then again, I could have simply "dreamed up" the whole mess.

EDIT:  After cross referencing Max Gail, it seems he DID star in a film as I described "The Aliens Are Coming", aired 1980.  I had hoped a Google image search about the movie would have revealed the entire alien costume, but so far what I found only shows the "head".  They may have been, in reality bipedal with 4 limbs, but without full length shots, I can't be sure.  The "aliens" did, however, have thick "collars" almost the width of their "helmets".  The entire movie is posted upon YouTube, but I can't watch it until I log out of the company network and switch to my "personal" machine.  Then I can verify one way or another.
