I'm making a video of me shrinking my brother with a TCE & am gathering info on how to make the two stiles of doll, or "ACTON FIGURE", of a shrunken victim.

As for the small one, it's going to be a little more difficult. Manly because it evolves a 3D printer & ALOT of HD still pictures of a person from all sides.

I don't have the money, time, or software to do this myself, so if anyone knows of a way to make a rough quick miniature, please let me know.

I used an Action Man for my shrunken Hildred, but the really small figures are a bit more problematic...
I guess I'd probably try to sculpt one out of some kind of modelling clay?

I would suggest model railroad figurines of appropriate size or gaming miniatures.  Unless you plan to zoom super close upon the "victims", just paint an existing miniature to resemble the clothes your performers are wearing and "Bob's your uncle".

I was going to turn my bro into a Cyberman, but I ran out of steam thinking in circles how to make it. I'll get back to it at some point. As for using my bro as a human guinea pig for my props, he's getting a chance to get back at me in later videos.
