why doesn't the Guide mention them? - Oh, it's not very accurate.

Was The Masters Tardis walls just painted black each time or specially built and wheeled out each time as the pillars look different?

By complete coincidence I was wondering the same thing this morning as well! Its not just the walls, but the console has black trim as well.

I was wondering if it was some sort of vinyl covering.

[DISCLAIMER:  I studied theater in college but do not work in television so this is just my understanding of things and not authoritative by any means]

Going from memory and deduction, but by this point Dr. Who didn't shoot all its episodes in order.  I remember reading, at the time, that they shot Davison's early episodes out of sequence so he could get a feel for the character before "Castrovalva."

Furthermore, moving away from the days of live television, they didn't shoot a story in sequence.  You'd have a shooting schedule and do, maybe all the location shots.  Then all the shots with one set and group of actors, then move to the next set, etc, until you had all the shots you needed (this is why storyboards are so important--to make sure you've got all your shots) and then edit it all together into order. 

I see Planet of Fire was serial before "Caves of Androzani" (although it looks like Colin Baker's "The Twin Dilemma" was actually the last story of this season) so it could be that they did all the shooting for regular TARDIS scenes and then redressed the set as The Master's TARDIS for those scenes.  That way they'd have the hiatus to put it back to The Doctor's TARDIS.
