I was looking over the screencaps of the cowl & cap & his has a trim that is ether made of a thin fluffy carpet, or a type of rope.

I looked around for the rope, I think its called "Neotrims Tubular i Cord Crochet Rope,Woven Viscose Jewellery Trim 8mm Plaited", according to the rope I found on E-bay.

The place to look for these kind of things is sewing stores in their Notions area.  There's a huge variety of "Sewing Trim" and "Sewing Ribbon" out there.

Hi guys,

I'm basing my costume on the one Tom wore (albeit briefly) in "The Deadly Assassin" as I am eventually going to be using it for my 4th Doctor Cosplay thread. Although it will have a few modifications dictated by my own whims.

I have already started decorating the cap & collar. I simply used gold decorative rope that I got from our local fabric shop.

Fabric shops have an amazingly varied selection of decorative trim, ribbon, rope, cord etc, so there are many different looks you can go for.

The selection was so great, I spent ages picking the one I wanted & I think it looks okay.

Hi all,

Pretty much finished the cap.
Here it is with it's forehead ornament & decorative trim:



 

 

I also decided to make a staff to go with the costume.
The main body is composed of broomstick handles & the butt end is a wicker ball:

 

The hand grip is some left over material from my robes:



The tip is the end of an old curtain rail:



I like to call it my Rod Of "Russell-on"    (I'll get me coat...)

 


I have also added the decoration to my collar.
Decorative rope & the Seal Of Rassilon:

 

 




The only thing I need to now is spray the cap & collar with some gloss fixative or varnish, then paint my staff.
I'm going to use a combination of metallic gold & bronze which I think will go pretty well.

Hopefully pictures of the finished article will be up within a week or two.

Aha! I'm not alone in thinking that curtain-ends would make for good staff tops. Can't wait to see the robes.

Indeed. They're called "finials", and come in a variety of styles from ones like Russell used, to studded balls like the control ball on the 2005 console during the Eccleston run. (I think one even looks like Gandalf the White's staff-head, which is similar to Russell's.)

Russell, see if you can find some of this gloss top coat:


It's by a company called Folkart. Many modellers use this as their top coat (before the decals go on) to give the model a glossy surface - great for decal adhesion because they stick better to a glossy surface, and it seals the model's paint job. More importantly, this stuff doesn't yellow over time. (Modellers will go over this with a "dullcote" to seal on the decals and give the models a more "realistic" look, again because this brand's formula is non-yellowing.) And it's not expensive... which is also why modellers like it because it gives them more money to buy more models with!

You can usually find it in craft stores, or hobby/modelling supply stores. (I've even heard people say they've found it at Walmart and the like.) It comes in spray cans like above, or in bottles roughly an inch in diameter and 3 or so inches tall. Most of the Folkart line is acrylic so if you've got an airbrush, one of those small bottles can have its paint thinned with water for use with the airbrush. (A little Windex-like cleaner in the airbrush once you're done will clear out the paint and leave your airbrush nice and clean.)

A few light coats of this over your collar and it should shine like the Dickens, and never turn yellow.

Thanks for the advice.
I'm not too bothered about the exact kind of spray. Any kind of glossy varnish or lacquer will do. It's  the price that I'm most worried about, as I am Mr Thrifty.

I looked in WHSmiths (basically a newsagents with ideas above it's station) They were selling a small can of gloss spray fixative for £8, which I thought was a bit steep, so I tried Wiko's which had a big can of spray lacquer for only £4.50, which I thought was much better.

It was a nice sunny day, so I spent this morning in the garden.
I sprayed my staff gold, then I gave my collar & cap several coats of lacquer.
Best way to do it is to use lots of light coats, building it up over a period of time.
It's drying now. On a nice sunny & breezy day it won't take any time at all.

I can safely say that both me & my costume are completely lacquered!

Absolutely brilliant! I don't think there's anything else I can say that hasn't been said already. Genius use of items around you to complete this on a budget.

Random thoughts, in no particular order: 
-THE BOOTS!  You've got the Wellies on!
-These costumes are amazing in that no one piece is particularly spectacular, but when they all come together they're just wonderful.
-Knowing your background and looking at the way you hold the staff, one wonders if the Time Lord ceremonial robes are a link to their more warlike past.  While the...collar?  Mantle?  You know.  While that thing is fairly impractical now (like many things whose purpose is lost to time (no pun intended)), I could see where it could be practical armor.  It protects your head and neck from behind, it protects the head and shoulders from overhead chops, and the skullcap provides another level of protection.  If it was buckled on it could be a decent piece of protective gear.  How's the peripheral vision?  It doesn't look as bad as you'd think it would be.  Furthermore, the different colors would help identify colleges on the field of combat.

I was very intrigued by your hypothesis that Timelord ceremonial dress harkens back to medieval battle armour...
I hadn't thought of it before, but it does make sense...
