Found it.

"The Plank" was apparently filmed mostly in the Barnes area. This Box is actually just to the east in Putney, a stone's throw from Putney Lower Common, which itself is next to Barnes Common.

It is --

V54    Box       20-Apr-31    27 Oct 70    Lower Richmond Road, north side 3 yards west of Commondale    Putney

The building on the corner is now gone, but all the other buildings visible in the sequence are still there.

Here is the URL for an approximate POV in Google Maps street view:  http://maps.google.com/maps?q=Commondale,+Putney,+UK&hl=en&ll=51.468405,-0.227215&spn=0.003101,0.016952&sll=51.466153,-0.213804&sspn=0.003449,0.008476&hnear=Commondale&t=m&z=16&layer=c&cbll=51.468409,-0.227088&panoid=AOF9exVmHO7aC1KNRX2UTw&cbp=12,278.1,,1,2.93

Indeed, not only is the lamp flashing, but you can just hear the bell faintly ringing in time with the lamp below the music track.

I also noticed what an unusually shallow base this police box has (much less than the 5-6 inch normal); but since every concrete box had a custom base made in situ for it, I guess this is just one of the many natural variations.

It would be lovely if ITV (or Eric Sykes' estate or whomever owns it) did an HD or UHD scan of this scene from the original film stock. I'd love a high res version of this scene.

The Plank is currently on Britbox, and this scene is 20m:15s into the movie.
